Advantages of Cagayan

The Cagayan Economic Zone & Freeport (CSEZFP), on the northeast of the Philippines, is one of the 5 special economic zones in the Philippines. Spatially, it covers the entire Municipality of Sta. Ana, including the Islands of Fuga, Barit, and Mabbag in the Municipality of Aparri in the Province of Cagayan, and is surrounded by the waters of Babuyan Channel and South China Sea on the North and the Pacific Ocean on the east. Approximately 54,118.95 hectares of land for urban, suburban, agricultural and industrial development .

CSEZFP is the only region in southeast asia that pass a law called Republic Act 7922 (also known as the “Cagayan Special Economic Zone Act of 1995″) by Congress to ensure rights of setting up online gambling companies.
The Philippines is a democratic and republican State. Under such a system, an act is legislation passed by Congress. A regulation is commonly known as “subsidiary legislation” which means that regulations is guidelines that dictate how the provisions of the act are applied. Therefore , Republic Act 7922 will not be easily affected by changes from president or party alternation.

Comparing to the independence of Congress and government in the Philippines, Cambodia government is more powerful and could easily interfere or cancel any law already passed by Congress. Although Cambodia is also ready to implement relevant laws for gaming industry, the safety and stability should be still taken into consideration.
And if companies want to obtain gaming licenses in Metro Manila, they should apply to PAGCOR which is under the office of the president of the Philippines. In other words, it’s not protected by any law passed by Congress, and decrees issued by the president could be ever-changing.
